The town covers 1.47 square miles. The school district covers 124. That ratio tells you everything about what backup power has to do out here, and nothing a template could guess.
The place
A small town that stayed small while the county boomed
Parker County has been one of the fastest-growing counties in Texas, adding nearly 28,000 net domestic migrants between 2020 and 2024. This town did the opposite. The 2020 census counted 370 residents, down 8.2 percent from 403 ten years earlier. It peaked around 800 in the 1920s and had fallen to 261 by 1968. What has grown is everything around it.
The history explains the shape. It began as a relay station on the stagecoach route between Weatherford and Palo Pinto, took the name of Fuller Millsap, who came to Texas in 1849, and became an agricultural hub once the Texas and Pacific Railway arrived in 1880. Even the phone numbers mark the edge of the county: this is 940 country, not 817.
Fifteen miles west of the county seat, nine miles east of Mineral Wells, sitting in the sandy-loam Cross Timbers half of the county rather than the Grand Prairie clay to the east. Different soil, different trenching, different grounding conditions, and a very different list of things that stop working when the power does. Turning that list into a machine size is what a load calculation is for.
Fuel
Ninety gas meters, and two of them are the interesting ones
This is the only town in the county served by both investor-owned gas utilities. It is also one of the least gassed places we work.

Two residential meters. Not two thousand, not two hundred. The registry is that specific, and it is worth knowing before someone quotes you a gas tie-in.

So the practical answer for nearly everyone reading this is propane. That is not a downgrade. LP carries more energy per unit than natural gas, so the same engine reaches its highest rated output on it, which helps when a deep well pump has to start against a full house. What it costs you is unlimited runtime: the tank is the ceiling, so we size it for the outage you are actually worried about rather than for an afternoon.
If you are one of the few on a meter, the question shifts to whether the existing supply line can carry a generator on top of the house. A 22 kW unit at full load wants roughly 289 cubic feet an hour, and older runs frequently cannot deliver that at the far end. Fuel sizing is part of the assessment, not a discovery made on install day.
What has to keep running

Water first
On a private well, the outage takes the water with it. That is the difference between an evening with candles and a week you cannot stay in the house. The pump is also, almost always, the biggest starting load we have to design around.
Septic, not sewer
Aerobic systems need their aerator and lift pumps need to cycle. Parker County issued 1,300 new on-site sewage authorizations in 2024, more than twice Palo Pinto and Erath combined, and the drainfield decides where a generator pad can legally and sensibly sit.
The shop and the barn
Compressors, welders, ventilation, automatic waterers, a gate opener at the end of a long drive. A sub-panel out there is a normal part of the transfer switch conversation rather than an add-on.
Long service lines
Restoration goes transmission, then feeders, then tap lines, then individual services. A meter at the end of a rural tap is structurally last in that order, which is arithmetic rather than a complaint about any utility.

This stretch of the county line is where the Parker County utilities end and the Palo Pinto ones begin.

Common questions
Questions from the west end of the county
Is there natural gas here or not?
Technically both utilities are present, and both footprints are tiny. The Railroad Commission recorded Texas Gas Service with 79 residential and 9 small commercial meters for 2022, and Atmos Energy Mid-Tex with exactly two residential meters. Ninety meters in total, in a town the census counted at 370 people. If you are on the small grid of streets in the middle you may have a line. Across the rest of the area the answer is propane, and it is not close.
How big a tank do I need on a place out on the FM roads?
For a 22 kW air-cooled unit carrying a house through several days, a 500-gallon tank is the common starting point, and a house with a shop or a second well often justifies more. Two design points people miss: the tank has to be at least ten feet from the generator, and a propane tank vaporizes more slowly as it gets cold and as the liquid level drops. An undersized tank behaves worst on the coldest morning of the year, which is the morning it matters.
Am I on the co-op or on Oncor?
One of the two, and we check the bill rather than assume. What we can rule out is United Cooperative Services, whose certificated area starts about ten miles west in Palo Pinto County and does not extend into this county. So the realistic answers here are Oncor, which delivers for whichever retail provider bills you, or Tri-County Electric Cooperative, where you are a member and there is no retail choice at all. The distinction determines who you call and how your restoration is sequenced.
Do you serve Cool and the rest of the school district?
Yes. Millsap ISD covers about 124 square miles of west central Parker County and takes in Cool as well, with a small portion reaching into Palo Pinto County. That is the real trade area, and it is almost entirely acreage: wells, septic systems, barns and long driveways. It also sits directly between our shop and the county seat, which makes it some of the most convenient territory we work.
What does the well pump do to the size of the generator?
More than anything else on the list. A submersible pump draws several times its running current for the instant it starts, and if that surge lands while an air conditioning compressor is already running, the combined peak is what the machine has to swallow. We inventory every motor load, work out the worst realistic combination, and size just above it, so the engine is not living at its limit each time something cycles. Load management can often bring the number back down a size.
